EMIR Research Unveils “Architectural Sovereignty” Model for Digital Independence

MOSCOW–(BUSINESS WIRE)–A leading Malaysian think tank presented a strategic framework for achieving technological sovereignty in a multipolar global economy during the January Expert Dialogues at the National Centre RUSSIA on January 30, 2025. The presentation, delivered by EMIR Research leadership under the theme “The Platformisation of the Global Economy and a New Level of Autonomy,” outlined approaches for nations seeking independent platform ecosystems.

“The next stage of global competition is a battle over who designs, owns, and controls the platforms that capture value, coordinate activity, and make decisions on a systemic scale,” the expert stated.

The presentation introduced “architectural sovereignty” — a nation’s capacity to design and control its own infrastructural, technological, and cognitive platforms. This represents a fundamental shift from traditional territorial sovereignty to a model where value creation and decision-making capabilities define national autonomy in the digital age.

“We are not in a GPU arms race,” the speaker emphasized, noting that competitive advantage derives from solution architecture design and data quality management rather than hardware acquisition. National platforms must possess capability to audit external AI systems, understand training data sources, and evaluate algorithmic decision-making processes.

EMIR Research presented a three-pillar construct for sustainable platform economies: Financial Architecture determines value creation mechanisms; Cognitive Infrastructure encompasses education systems, data processing, and AI development; Strategic Governance establishes regulatory frameworks translating technology into sustainable growth.

“This triad forms the necessary framework for creating a new global platform where countries become authors of their own configurations rather than passive users of others’ standards,” organizers noted.

The presentation emphasized developing human capital capable of “understanding internal logic, asking the right questions, and constructing new solutions” across AI, genomics, and quantum technologies.

The Malaysian strategist noted that globalization will evolve from unipolar to multipolar configurations, enhancing regional power centers and indigenous platform ecosystems. The Open Dialogue format itself was characterized as a “prototype platform” for developing shared principles for a multipolar world.

The event featured keynote remarks by Maksim Oreshkin, Deputy Head of the Russian Presidential Executive Office, who outlined five megatrends shaping global development.
